You don't have to pay a policeman to answer a question, why pay to look up court information

Do you agree with the State's general policy to recover costs for information provided for open records requests? I am not sure what that policy is, but that cost could and should be easily built into the regular operating budget. If you stop a policeman on the street and ask for directions, should you have to pay the policeman a fee equal to that part of his salary attributable to the time spent with you plus the value of his knowledge of the city? Will we have to pay a fee to talk to a clerk at the Court's office? Will we have to pay a fee to ask to see a file in the clerk's office? If not, why would we have to pay of fee to look at an opinion of the court without bothering a clerk to pull the file for us?
